Algo se mueve en la esfera internacional. La sombra de Pinochet en la historia reciente es menos alargada después de que la Corte Interamericana de Derechos Humanos condenara al Estado chileno. El veredicto de la Corte es consecuencia de la dilación en investigar las torturas que sufrió Leopoldo García Lucero durante la dictadura. Pero ¿qué es la Corte Interamericana de Derechos Humanos? La CIDH es un organismo creado en 1959 dependiente de la OEA,  que tiene como misión  la protección de los derechos humanos en el continente americano. Viene a sentar un precedente en casos de lesa humanidad que se suman a los esfuerzos que otros organismos como los Tribunales Penales Internacionales realizan para devolver la dignidad al género humano. La esperanza de que el futuro se escriba con la erradicación de los abusos que unos pocos comenten contra la inmensa mayoría.

Es un antiguo debate sobre el que siempre se argumentan diversos motivos para justificar el acto de espiar el contenido de los sistemas de información por parte de los gobiernos. En estos momentos se refuerza con el efecto de la amenaza terrorista, y este motivo abre la puerta a  actuar impunemente interceptando conversaciones y la información que se transmite a través de las redes informáticas, todo en aras de la seguridad.

Desde el punto de vista del ciudadano responsable, la integridad es el elemento clave para superar estos opuestos. Integridad significa actuar con rectitud, y no siempre todo aquel que vive trabajando para el poder, como lo hacía Snowden, tiene porqué soportar sobre su conciencia la obligación de actuar en contra de unos principios que están por encima de los gobiernos.

El 'todo para el pueblo, pero sin el pueblo' del Rey Sol se sigue practicando infatigablemente por parte de todos los gobiernos, aunque ahora, los nuevos sistemas de comunicación están rompiendo las reglas del juego. El ciudadano, cada vez más crítico con los poderes públicos tiene nuevas vías de expresión y comunicación que refuerzan sus exigencias y debilitan el poder de los Estados. Véanse las manifestaciones masivas en Egipto, y las consecuencias de las revueltas en los países árabes, que evidencian el alcance de las movilizaciones populares.

La doble moral que caracteriza a los gobiernos, que justifican sus decisiones afirmando que lo más importante son los ciudadanos, queda a veces al descubierto cuando alguien decide exponer públicamente la vergüenza de su comportamiento, y ahora le ha tocado a Estados Unidos. El juego sucio lo practican todos los países, al menos todos los países que pueden. Nadie está libre de culpa, y nadie hace examen de conciencia. ¿Cómo se puede justificar la ingente cantidad de dinero procedente de las arcas públicas que se gasta en violar la intimidad de ciudadanos, de Administraciones, de empresas, de partidos políticos, almacenando información que se utilizará Dios sabe para qué, para satisfacer qué intereses.

Freedom versus security. Snowden versus government.
